It's his obligatory "Jay Z pop track" circa early 2000s. Everyone had this songs with all these crazy bells and whistles on it as an East Coast club track. Everyone was playing follow the leader and you hear that in this single. It feels like a necessary evil. The track is not bad it's just typical of the time and not special to me.
