I think there can be different facets of fear and anxiety, just as there is with love. Some songs like Animals do feel like satire. Heaven feels like sincere dread.
A bit of both, I feel like talking heads is always soaked in dread , fear and paranoia but sometimes its a bit almost sarcastic and poking fun at the people who are scared of that particular subject
